MIAMI HEAT By Walter Robinson
No wonder the art dealers are all happy in Miami Beach -- lots of collectors, and a week of balmy beach weather (even if spent entirely inside). Art Basel Miami Beach 2003 and its progeny, the NADA Art Fair 2003 and Scope Miami 2003, plus many concurrent events, notably the Design District party with open houses at the local galleries on Friday night, made Miami Beach the place to be this week, Dec. 4-7, 2003.
