ART AMID THE RUBBLE

The U.S. Interests Section in Cuba is housed in a hotel-like building across from the famed Malacón seawall between Vedado and Old Havana. In January, U.S. diplomats set up an illuminated news ticker on the building’s façade, beaming human rights messages in Spanish, a thumb-in-the-eye to Fidel Castro, the longtime Caribbean bęte noire to successive U.S. governments.
