Verwilghen, Raphaël

(b Roeselare, 12 March 1885; d Brussels, 24 Oct 1963). Belgian engineer and urban planner. He graduated from the Université Catholique de Louvain in 1908 and joined the Ministry of Public Works (1913) as a public highways inspector; here he became increasingly aware of the rudimentary state of urban-planning legislation. He also worked with Josef Stübben, an urban planner from Berlin, and the internationalist Paul Otlet (1868–1944). Verwilghen was one of the first planners to promote the development of comprehensive urban-planning legislation in Belgium. Together with Fernand Bodson he founded the technical urban-planning reviews Tekhné (1912–13), Art et technique (1913–14) and, after World War I, La Cité (1919–35). He was sent to England (1914–16) by the Ministry to study the development of garden cities and suburbs and immediately on his return recommended that they be adopted in the reconstruction of the country. He taught at the Ecole d’Art Public in Paris (c. 1916–18). He became Director at the Office des Régions Devastées (1919–23) and planned several garden cities in the region of the Yser River (1919–21) and the Batavia complex in Roeselare (1919; with Fernand Bodson and Antoine Pompe).
