Born in Detroit, Michigan, in 1905, Webb decided to become a full-time photographer after participating in a workshop in Detroit in the 1940's given by the important American photographer Ansel Adams. Adams was impressed with Webb’s work and encouraged him to send examples of it to Alfred Stieglitz, the internationally recognized éminence grise of American photographers and longtime advocate of modern art, whose dedication to the promotion of the work of certain American modernists was well known: Arthur Dove, Marsden Hartley, John Marin, Georgia O’Keeffe, and Paul Strand.

Beginning in the 1940's, Webb’s work was frequently exhibited at institutions such as the Amon Carter Museum of Art, Fort Worth, the Art Institute of Chicago, the George Eastman House, Rochester, New York, the Philadelphia Museum of Art, the Museum of the City of New York, the Museum of Fine Arts, Museum of New Mexico, Santa Fe, and the Museum of Modern Art, New York. More than twenty years after his Guggenheim Fellowships, Webb received a National Endowment for the Arts Photography Fellowship in 1979.
