  Bartlett studied under William Merritt Chase (1849-1916) and Charles Warren Eaton (1857-1937) at the Art Students’ League in New York, eventually settling in Los Angeles in 1915. He furthered his art training in 1924 with Armand Coussens (1881-1935) in Paris.
  Bartlett was a founder and first president of the California Watercolor Society, and also served as president of the California Art Club. The Los Angeles County Museum of Art held a successful solo show of his works in 1927. The following year he opened an art gallery in Los Angeles where he exhibited not only his paintings but also those of other local artists. Bartlett was an active member of the Southern California art community for over forty years and a teacher at Chouinard School of Art. His innovation and presence in the emerging art community of Los Angeles and Southern California influenced many artists of the time.
