Capt. Pennix and Mayor Aouf of Buritz The Civil Affairs guys are reservists. Capt. Sidney Pennix is a Chicago cop in civilian life. The mayor of Buritz, Aouf Rahman, clearly liked dealing with him and was trying to forge a good working relationship.
